No there not from a CETA I talked to the original owner and he said he ordered the car with them on it from the factory.

Interesting, I would like to hear more from someone who knows the options in '02. Im guessing the black rims with chrome lip were an option on '02s because they were standard on the CETA. Thats my best guess.
