If you plan on doing alot of mods yes. I am glad I bought it. Plus I can make a few bucks tuning.

So HPTuners will allow you to tune any vehicle from 2 particular years? Is that what you're saying? ....

Also, do you have an idea of how much autotap usually costs?

Thats correct. If you buy 99 and 02 F-Body. You can tune all 99 and 02 F-Bodies.
